What's inside

A multi-country project plan for ITAD across the EMEA region. Designed for project sponsors, programme managers, IT directors, data centre managers, and procurement leads who own end-to-end delivery of multi-country decommissioning events spanning 5 to 50 sites across 10 to 20 jurisdictions.

35 pages of operational content built around the four-phase project framework and the current 2026 regulatory position:

  • Section 2: EMEA geographic scope covering UK, EU-27, EEA (Norway, Iceland, Liechtenstein), Switzerland, GCC (UAE, Saudi Arabia, Qatar, Bahrain, Kuwait, Oman), Levant (Israel), Turkey, South Africa, Egypt, and other African markets

  • Section 3: The EMEA regulatory stack mapping ten frameworks across data protection (EU GDPR, UK GDPR, UAE PDPL, Saudi PDPL, Qatar PDPPL, Bahrain PDPL, KVKK, POPIA, Israel PPL), environmental (EU WEEE Directive, UK WEEE, Basel Convention 2025 amendment, DIWASS), and sustainability (Scope 3 Category 12, UK SRS, EU CSRD/ESRS)

  • Section A: Phase 1 Scoping (Days 1-30) including sponsor confirmation, geographic and operational scope, asset inventory, data classification, and DPIA where required

  • Section B: Phase 2 Vendor and Logistics (Days 30-60) including vendor selection criteria, contract execution, DIWASS readiness verification, and logistics planning

  • Section C: Phase 3 Execution (Days 60-120) including pre-collection preparation, collection and chain of custody, sanitisation and destruction, remarketing where applicable, and weekly synchronisation patterns

  • Section D: Phase 4 Documentation and Closure (Days 120-150) including per-asset evidence pack, per-country evidence pack, and project-level deliverables

  • Section E: Cross-border logistics including the EU DIWASS digital platform mandatory from 21 May 2026, Basel Convention 2025 PIC controls, and customs procedures across major EMEA borders

  • Section F: AI Infrastructure specifics including NVIDIA H100/H200/B200, AMD Instinct MI300X, HBM3 memory and the per-device sanitisation verification framework, export controls under EU Dual-Use Regulation 2021/821

  • Section G: Multi-country coordination including time zone matrix from GMT to GMT+4, language and local practice considerations, project office structure, and RACI assignment

  • Section H: ESG and Scope 3 Category 12 reporting including the carbon memo as a standard project deliverable

  • Section 13: Seven named EMEA decommissioning failure modes with documented prevention steps

  • Appendix A: Country-by-country quick reference covering 15 EMEA jurisdictions with data protection regimes, e-waste regimes, and operational notes

  • Appendix B: Project RACI matrix template with four phase-specific tables ready to use

Why this template

EMEA decommissioning is operationally distinct from single-country ITAD. Most project failures arise from coordination breakdown rather than technical failure. The same vendor performing the same sanitisation in the same way produces different results in different countries when local team accountability, language, time zone, and customs procedures are not properly designed in.

Two specific 2026 developments shape this plan. First, the EU Digital Waste Shipment System (DIWASS) became mandatory on 21 May 2026, requiring all waste shipment notifications and documentation involving EU-originated equipment to occur through a unified digital platform. Second, the AI infrastructure refresh wave has compressed traditional 5-to-7 year hardware refresh cycles to 18 to 36 months, with NVIDIA H100 to H200 to B200 transitions and AMD MI300X deployments creating decommissioning volumes most enterprise ITAD programmes were never designed to handle. The plan addresses both.

The Appendix B Project RACI Matrix is the highest-utility content. Four phase-specific RACI tables covering scoping, vendor selection, execution, and documentation can be lifted directly into any project charter.

Who it's for

Project sponsors, programme managers, IT directors, data centre managers, and procurement leads at organisations operating across multiple EMEA jurisdictions. Particularly relevant for data centre exits, post-merger IT estate consolidation, AI infrastructure refresh waves, hyperscaler footprint changes, and any project requiring coordinated multi-country decommissioning over a 120-150 day window.

Pairs with

All twelve prior NanoSoft templates. The EMEA plan is the operational backbone that uses the others as building blocks: ITAD Policy (NS-TPL-001), Certificate of Data Destruction (NS-TPL-002), Data Retention Policy (NS-TPL-003), Inventory Tracker (NS-TPL-004), Chain of Custody (NS-TPL-005), Vendor Selection (NS-TPL-006), Pre-Disposition Audit (NS-TPL-007), UK GDPR (NS-TPL-008), UK WEEE (NS-TPL-009), NHS Quickstart (NS-TPL-010), EU WEEE Toolkit (NS-TPL-011), and EU GDPR Erasure Guide (NS-TPL-012). Together these thirteen templates form the complete UK and EU regional ITAD methodology.
